Neighbourhood Plan baseline survey
The Neighbourhood Plan process opens with a baseline survey completed by 217 households.

Two-day Neighbourhood Plan event
266 residents attend; improving the pavilion is recorded among the community's wishes. Further NP workshops follow (character workshop; housing event, 137 attendees).

WGS members' questionnaire
A questionnaire across the social club and all sports clubs on the pavilion's future. The committee subsequently decides on a rebuild, endorsed at the March 2014 AGM.

First proposals to the Parish Council — 'very supportive'
Within weeks of the first drawings, the extend-or-rebuild options are presented to the Council, which is minuted as 'very supportive' and commends the Association's vision.

Neighbourhood Plan statutory consultations
Regulation 14 pre-submission consultation (5 Jan – 16 Feb) and Regulation 16 submission consultation (30 Apr – 11 Jun), followed by independent examination.

Unanimous Parish Council support
Full Council resolves unanimously to support the plans presented with a scaled model, and to seek pre-application advice from Chichester.

Neighbourhood Plan referendum — 83.2% Yes
The village votes 351 to 71 for the Neighbourhood Plan, which records that 'the refurbishment of the current building or a re-build has been identified as a necessity within the next few years.'

A joint event advertised in Ad Vincula and by flyer to every household. 127 attend; of 67 who comment on the pavilion, 66 are supportive. Results reported in PC Newsletter Issue 26.

Pre-application outcome reported to Full Council
The Council's Annual Meeting hears the outcome of the Chichester pre-application, including the CDC-suggested reversal of the building's two elements.

The joint working group is formed
Following the Council's request for a redesign, a joint working group of Parish Councillors and WGS members is constituted to define what would be acceptable — starting with a building envelope.

The Parish Council reports on the pavilion to every household
Parish Council Newsletter Issue 29, distributed inside Ad Vincula: “Over the last months and years the Sports Association has been putting time and money into developing plans for a replacement pavilion on the village green … it is essential to ‘get it right’ as any error cannot be undone.”

Seven minuted joint working group meetings
Cllrs Jackson, Newell and Watson with WGS, chaired by Cllr Jackson and minuted by the Clerk, reporting to Full Council. Its first outputs were the footprint benchmarks and the building envelope inside which the consented design was drawn.

Council approves the redesign for public consultation
The design produced inside the Council's envelope is approved for exhibition to the village.

Second public consultation — 96 responses
The redesigned scheme is exhibited over the two-day village event (190 attendees). 'About right' is the dominant response on every key question. The questionnaire was drafted by a Parish Councillor.

Council reviews the finances and leads the second pre-application
The Council examines WGS's finances, resolves the design is financially sustainable, and authorises a second pre-application to Chichester — submitted in the Council's own name.

Design progress reported to the village

Council approves the design and becomes the applicant
The Parish Council approves the final design and resolves to submit the planning application itself.

A full page in Ad Vincula, delivered to every household in the parish, sets out the Green drainage works and the new pavilion beneath the architect’s elevation, and reports that the planning application is about to be submitted.

Open morning — the submitted scheme on show
An open morning in the Pavilion, requested by the Parish Council, with the new building's footprint marked out on the grass — the only public showing of the scheme as actually submitted.

With counsel's opinion confirming a larger building on the Green is permissible, the Parish Council votes to support the pavilion and to prepare a joint communication to residents.
